UREEQA partners i-Create to validate new NFT collection Joe Ravioli

UN sanctions: Resolution on humanitarian ‘carve-out’ adopted

UNITED NATIONS – The UN Security Council on Friday adopted a resolution on establishing a standing humanitarian exemption to the asset freeze measures imposed by the United Nations.

Resolution 2664 decides that the provision, processing or payment of funds, other financial assets or economic resources, or the provision of goods and services necessary to ensure the timely delivery of humanitarian assistance or to support other activities that support basic human needs are permitted and are not a violation of the asset freezes imposed by the Security Council or its sanctions committees.

The humanitarian "carve-out" applies to a wide range of entities, including UN programs, funds, agencies, humanitarian organizations having observer status with the UN General Assembly, and certain nongovernmental organizations, according to the resolution.

Resolution 2664 decides that the carve-out will apply to the sanctions regime against the Islamic State and al-Qaida for a period of two years from the date of adoption of this resolution, and that the Security Council may extend the application.

It requests that the UN secretary-general issue a written report on unintended adverse humanitarian consequences of Security Council sanctions measures, including travel ban and arms embargo measures, as well as those measures that are unique to particular sanctions regimes, within 9 months of the adoption of this resolution.

It requests that the report contain recommendations on ways to minimize and mitigate such unintended adverse consequences, including via the promulgation of additional standing exemptions to such measures, and expresses the council's intent to consider further steps as necessary to further minimize and mitigate such unintended adverse consequences.

Resolution 2664 won the support of 14 of the 15 council members. India abstained.

Peru’s Castillo faces criminal charges as Boluarte takes helm

LIMA – Peru's former president Pedro Castillo faced a first court hearing on Thursday over his arrest on charges of rebellion and conspiracy, as his successor issued her first pronouncements from the presidential palace.

Castillo's swift fall from power on Wednesday came after lawmakers voted overwhelmingly to remove the leader following his failed attempt to rule by decree and dissolve Congress to avoid a third impeachment vote.

The Andean country has suffered intense bouts of political instability in recent years, with five presidents in just the last five years all unable to complete their elected terms.

Castillo, a former teacher and union activist who won a narrow victory in 2021 buoyed by poor rural and indigenous voters, was arrested Wednesday on criminal charges of "rebellion and conspiracy," according to prosecutors. He simultaneously faced separate corruption allegations.

Some Peruvians protested his arrest, shouting their lingering support for Castillo on Thursday. 'The fight has begun! Free Castillo!' said one placard held by a demonstrator in Lima. Other, small protests led to clashes as police fired tear gas.

Castillo was ordered to be detained for seven days as the investigation into the charge that he orchestrated a rebellion proceeds.

Castillo's lawyer Victor Perez rejected the charge, arguing that such an act implies use of weapons and violence, which he said never occurred. He called his client's detention "illegal" and "arbitrary."

A constitutional court separately dismissed Castillo's claim of arbitrary detention Thursday, ruling the police acted properly in arresting him.

The former president attended the hearing via teleconference from a penitentiary center in Lima where he is being detained. He was asked if he wanted to address the court, but declined.

He has requested asylum in Mexico and Mexican and Peruvian authorities are in consultation over the request, Mexico's foreign minister said on Thursday. Mexican President Andres Manuel Lopez Obrador has indicated he would be open to granting asylum to Castillo, a fellow leftist.

The 17-month tenure of the 53-year-old Castillo was marked by unprecedented turnover among his ministers, as well as multiple corruption scandals which he dismissed as politically motivated efforts by right-wing members of the opposition-controlled Congress set on undermining his government.

Boluarte takes office

Dina Boluarte, Castillo's vice-president, was sworn in as the South American country's new president on Wednesday, making her the sixth president in five years and the first woman to lead the nation of some 33 million.

Boluarte, 60, has said little so far but is expected to begin naming a new cabinet over the next few days, with expectations running high that she will opt for a unity government.

The world's second-largest copper producer, Peru has held the title of Latin America's fastest growing economy over the past decade despite the political turmoil, but there are now signs that economic growth is slowing.

In brief comments on Thursday morning to reporters at the presidential palace, Boluarte suggested that calling early elections could be "democratically respectable" but said she wanted to hold further talks first, without adding details.

Fresh elections could help Boluarte soothe pockets of public anger over democratically-elected Castillo's removal and present detention.

"Boluarte is not our president! Let the people elect her, then I will recognize her," said Sonia Castaneda at a street protest in the capital.

The new president also expressed hope that the regional Pacific Alliance summit originally scheduled to take place in Lima next week with Colombia, Chile and Mexico can still be salvaged.

"Relations with the countries of the region must continue," she said, noting in particular her hope that Lopez Obrador would show up.

"We are going to wait for him here with open arms," she said.

Polymer protection for vaccines and drugs

TSUKUBA, Japan, Dec 9, 2022 – (ACN Newswire via SEAPRWire.com) – A biocompatible polymer could help deliver vaccines and drugs with reduced risk of the rare dangerous adverse reaction called anaphylaxis. Researchers at the National Institute of Advanced Industrial Science and Technology (AIST) in Japan have developed the polymer and performed preliminary tests, which they report in the journal Science and Technology of Advanced Materials.

A liposome (left) containing a vaccine is commonly coated with polyethylene glycol (PEG) but it can trigger an allergic reaction to some recipients. A newly developed lipid (right) could serve as a safer, alternative liposome-coating while retaining the vaccine longer in the body.

Until now, the polymer of choice for encasing and delivering vaccines has been poly(ethylene glycol) (PEG). This synthetic, flexible, water-soluble material has been used to surround some COVID-19 vaccines carried within the tiny spherical packages known as liposomes.

Unfortunately, some recipients have suffered an anaphylactic reaction to PEG, in which the immune system mounts an allergic response to the foreign material. Symptoms of anaphylaxis range from minor skin irritations, to breathing difficulty, nausea and, in the worst cases, unconsciousness and sudden death.

The alternative polymer is a form of fatty biomolecule called a lipid, and is conjugated to 2-methacryloyloxyethyl phosphorylcholine (MPC) polymer.

This new substance spontaneously binds to the outside of liposome particles when mixed with them in water. Crucially, the polymer is not recognized by the antibodies that the body can generate in response to PEG, and tests suggest it does not stimulate any other antibodies that could cause an allergic reaction. This should allow coated liposomes containing a vaccine to be retained in the body for a longer time without being cleared by the immune system, in addition to avoiding anaphylaxis.

“We have also found that the polymer avoids other interactions with proteins in the blood that might otherwise interfere with its effects, and it also prevents liposomes from aggregating together,” says molecular engineer Yuji Teramura of the AIST team.

Tests confirm the coated liposomes can remain stable in storage for 14 days, sufficient for real clinical applications.

“All the indications suggest that our technology should be suitable for delivering vaccines into patients who develop anaphylaxis in response to PEG,” Teramura concludes.

The polymer must now be thoroughly tested in various real vaccine applications. The team is moving into this next crucial phase of the development process, prior to eventual clinical trials in humans.

Provided the animal and subsequent clinical trials go well, the technology should offer opportunities for delivering drugs into the body, in addition to vaccines. Delivery systems such as liposomes are sometimes needed to protect drugs from biochemical processes that might degrade them. This can ensure that they reach the target disease tissues while remaining in their active form.

Schengen area welcomes Croatia, leaves Bulgaria and Romania out

BRUSSELS – Croatia will become the 27th member state in the visa-free Schengen area from Jan 1, 2023, European Union (EU) officials announced on Thursday.

However, Romania and Bulgaria were not admitted.

The inclusion of Croatia in the free movement area means that from Jan 1, 2023, checks on persons at internal land and sea borders between Croatia and the other countries in the Schengen area will be lifted. Checks at internal air borders will be lifted from March 26, 2023

"I am very pleased that during the Czech Presidency, Croatia was able to take two important steps in its European integration by joining both the euro and the Schengen areas," said Vit Rakusan, the Czech Republic's Interior Minister, after a meeting of EU interior affairs ministers.

The Czech Republic currently holds the presidency of the Council of the EU, which rotates every six months.

"Today marks a good day for citizens of Croatia. Welcome to Schengen," said Ylva Johannson, European Commissioner for Home Affairs.

However, Rakusan said he believed Bulgaria and Romania were ready to be Schengen members. "Their time will come soon," he added.

The Schengen area was created in 1985 to allow for free movement between five European countries. The area has since expanded to include 22 of the 27 EU member states, as well as Iceland, Liechtenstein, Norway and Switzerland.

The area has a coordinated approach to immigration at its common border. The inclusion of Romania and Bulgaria could help Europe to better manage its borders, according to French Minister of Home Affairs Gerald Darmanin.

Johannson has promised support to the two countries for the next steps, while Rakusan said he would ensure that Sweden, the next country to take up the presidency of the European Council, would keep the accession of Romania and Bulgaria at the top of its agenda.

Authorities: More arrests coming in German coup plot

BERLIN – German authorities expect further arrests and raids in the coming days in connection with a far-right group that prosecutors say were preparing a violent overthrow of the state to install a former member of a German royal family as national leader.

"Based on my experience, there is usually a second wave of arrests," Georg Maier, the interior minister of the eastern German state of Thuringia, told broadcaster Deutschlandfunk on Thursday.

The envisaged new leader Heinrich XIII Prince Reuss, who uses the title prince, is a descendent of the royal House of Reuss in Thuringia.

Holger Muench, head of the federal police office, told broadcaster ARD on Thursday that the number of suspects in the case now stood at 54, and that that figure could rise further.

Thuringia minister Maier singled out the far-right Alternative for Germany (AfD) party, which is in the state parliament, for becoming an interface for right-wing extremists and spreading what he called fantasies about toppling the state.

"People are scared, and the AfD takes advantage of that and offers simple solutions," said Maier.

As WHO pandemic pact talks begin, poor nations on back foot

GENEVA/LONDON – Global talks have begun on drafting new health rules for combating pandemics, and developing nations are lobbying for fairer access to treatments than they got during COVID-19.

But they worry that the odds of a favourable outcome from a scheduled 18 months of negotiations at the World Health Organization are already stacked against them, as they lack the negotiating firepower of wealthier countries.

South Africa, Pakistan and India were among countries that made formal requests, during an initial three days of talks that ended on Wednesday, to ensure the process is inclusive.

That challenge is "very daunting," said an ambassador from a developing country who asked not to be named.

"The advanced countries have the requisite resources and can afford to have it covered and we cannot," he said.

Countries' relative negotiating clout is significant since questions of fairness – including access to vaccines and drugs and calls for transparency in governments' dealings with pharmaceutical firms – are set to be at the heart of talks.

WHO chief Tedros Adhanom Ghebreyesus called the accord a chance to make the world safer for generations, while labelling the distribution of shots during COVID-19 as "vaccine apartheid".

Jaouad Mahjour, the WHO's Assistant Director-General, Emergency Preparedness and International Health Regulations, said the health body had heard small delegations' concerns "very clearly" and would be taking them into consideration.

Pressure for a breakthrough on this may increase, they say, with talks on a temporary waiver of intellectual property rights for COVID-19 treatments deadlocked at the World Trade Organization.

Marathon talks

At the WHO, 18 months of tough negotiations on the 32-page document lie ahead, with a deal targeted by May 2024. One diplomat estimated the talks alone would take up to 400 hours.

In parallel, country teams are discussing setting up a G20 pandemic fund and revamping the WHO's existing health emergency rules. Experts following the latter will have to sift through over 20 proposals containing some 300 amendments.

To respond to the challenge, some Western countries like the United States have appointed a lead negotiator. US representative Pamela Hamamoto said this week that despite progress, the draft was "not yet ready for our use".

Meanwhile, "small governments will not be able to engage in (the) process as they will be totally overwhelmed," said Clare Wenham, associate professor of global health policy at the London School of Economics and Political Science, who follows the WHO.

Many poorer countries lack technical specialists to advise on WHO matters within the Geneva diplomatic mission, where the UN agency is based. Instead, diplomats from smaller nations split their time between health and other topics, like trade.
